HD eats up tons of bandwidth, 'cache'
and memory. If you clear your history
and temporary internet files, you may
see videos a whole lot smoother:

It's not easy to diagnose the problem. One quick fix can be installing the latest version of Adobe Flash Player. Free link here: http://bit.ly/1sxRA32
Adobe Flash Player is often responsible for issues with videos and trying to install it or update it it's something that you can do quite easily. (It worked for me most of the times)
It's not very likely but also possible that YouTube won't play the video if your connection speed is below a certain speed. If you know you have slow Internet, try connecting to a different network that is faster. You can find these at wifi-hotspots, like Internet cafes, bookstores, libraries, etc.
It's very difficult but also possible that the Youtube Server that holds the video you are trying to watch is temporarily under construction. This is a temporary issue, so everything can starting working again without the need of installing new softwares on your pc.

Disable all third party extensions installed. An Extension is an add-on program installed within your web browser. More the third party extensions, higher the CPU usage. It utlimately make the problems that you have described in your question.
1. Open Google Chrome.
2. Click the Wrench button on the top right corner.
3. Select Tools | Extensions.
Click on the Start button, type "GPEDIT.MSC" (without quotes) and press ENTER. Group Policy Editor will open. Double-click on Local Computer Policy. Navigate to Computer Configuration | Administrative Templates. Select Networks | QOS Packet Scheduler. Double click Limit Reservable Bandwidth. Service Properties dialog will open. Set Startup Type= Automatic and set its Bandwidth to "0" (Zero). Click OK and restart your computer.
Click Start, point to All Programs | Accessories. Right click “Command Prompt”, select “Run as administrator”. Provide admin password, if prompted. Command Prompt shall open. Type following command and press ENTER.- "Ipconfig /flushdns" (without quotes). Command Prompt will flush your DNS cache. After the cache is cleared please reboot Windows.

It might be your internet. If your talking about playback lag and not buffer lag and you have a Really good laptop i suggest clearing the browsers cache

So..
you can find a free download of Adobe Falsh Player here http://j.mp/1p3PwZL
If you can't watch anymore videos on facebook or youtube probably you don't have the last version of Adobe Flash Player. It allows you to solve the problem.
Cheers ;)
