YouTube Partnership is when someone with a YouTube channel applies for Partnership at http://www.youtube.com/partners . You have to get a lot of video views and use no copyright content. WHY WOULD YOU ANSWER THIS QUESTION if you don't even know what partnership is? *facepalm*

So yes, you can monetize video game footage if it is MINIMAL WITH COMMENTARY. You CANNOT monetize excessive gameplay, gameplay without any commentary etc. You also cannot monetize/partner any videos that contain music, even if it's in the video game.
