The computer program is one that's sold (in fact, an expensive ones $1000~$3000). I'm thinking about Matlab, LabVIEW, and the likes that I know. These programs already have tutorials on Youtube, but they are scattered and tend not to have millions of views, not that I want millions of views. But I want to make a series of videos in my language and promote them in my country as non-profit tutorials.
The program makers tend to give paid courses to learn them, and they also provide free online learning materials, but only in English.

It is perfectly legal to make a programming tutorial on any language even if you were to sell it.

Companies like tutorials because it draws more interest to their product and helps people use their language. And it doesn't cost them anything.

Of course it is legal. You are just giving them instructions.
